There are several definitions of what blind is. Some people are blind at birth, others are blind due to illness or accident. Then there is a type of spiritual blindness. The question in title is in reference to the latter description of the term blind.
Blind is defined as unable or unwilling to discern or judge (Merriam Webster)
Those unable need help or rather guidance
Those unwilling need an experience with the Light
Light is defined as something that makes vision possible (Merriam Webster).
Jesus is the Light Who makes the Blind to see
Jesus Christ is the Light Who came into this world (incarnation) as the Life and Light of men(John 1:4), because all men lived in spiritual darkness after the fall of man brought about through Adam's disobedience (Genesis 3:6). And the Light shines in darkness; and the darkness comprehended it not (John 1:5). In the book of Acts 9:1-16 Saul (before he became Paul) persecuted the early church breathing out threatenings and slaughter, and went as far as to get permission to arrest all and anyone walking in the Way (Jesus is the Way, the Truth, and the Life John 14:6), until he had an experience with the Light (Jesus) and fell on his face blinded by God's Glory (he was already spiritually blind); this blindness was actually an illumination. It was the experience with the Light which helped him (now Paul) to discern God's Truth that saved him, then the scales fell off (Acts 9:18).
Accept and receive the Light
Faith in Christ and what He did for us on the Cross ,alone, can make one a son or daughter of God. 'As many as received Him, to them gave He power to become the sons of God,even to them who believe on His Name (John 1:12).'
